Buried Cherry Cookies

• 1/2 cup unsalted butter (softened)
• 1 cup sugar
• 1/4 teaspoon baking powder
• 1/4 teaspoon baking soda

• 1 egg (at room temperature)
• 1 & 1/2 teaspoons vanilla
• 1/2 cup unsweetened cocoa powder
• 1 & 1/2 cups flour (spooned and leveled)
• 1 cup semisweet chocolate chips
• 1/2 cup sweetened condensed milk (about half a can)
